[SEV-3] Togetherpay - Elevated Amex declines and errors

Resolved
Between 2:14 p.m. eastern and 2:55 p.m. eastern we saw an elevated number of Amex declines and errors. The issue was caused by a disruption at the card network. This incident is now resolved.
